What are these white parts?

Can someone, more experienced than me in staring at die shots (that's almost everyone), tell me what these white regions are at the edges of the some parts of the execution units in the SKX die from from Fritz?

The stuff in the green box here:

White Stuff

The image is bigger than what gets shown in the forum, use "View Image" and you'll see other areas like this to the right.

Are they caps to reduce the maximum droop when the units are powered up?

I'm trying to come up with a principled guess at where the various vector units live, and which parts of the EUs and register files are power gated. So far, ISTM that there are 3 levels of power gating: 128-bit only, <= 256-bit, and 512-bit, and that the gating extends to the register file in the same way.
