Clearly, that "corner of power/performance graph" is rather ill-defined, since we don't know where the performance lies.
There's no doubt that Apple is able to make laptop chips, since they're already making them, more or less (iPad chips). Similarly, they'll be able to make ARM-based Mac Minis and iMacs.
The question is whether and when they'll be able to make workstation-level chips (for Mac Pros).
