If SIMD instructions are better for memcpy/memset that's just evidence that a CPU has crappy support for something that is useful on its own and ought to stand on its own. Because right now you have situations where some Intel cores support AVX and others don't, so it isn't something you can count on. If there was a "load cacheline" and "store cacheline" instruction that was included in every one then it would provide something that could be depended on for memcpy/memset without bringing along all the other baggage that you might not want on e.g. a mobile core.

Of course Linus' objections to doing memcpy/memset this way still stand - a memcpy/memset implementation using them would have to figure out the size of a cache line first since that may not be consistent with all cores now and in the future. It also has to handle potential fragments at the start and end. You also have to worry about how those instructions handle the cache - will they pollute it or write through it. What about coherency, and so on. That doesn't mean these instructions would be a bad thing but there are some disadvantages to consider - that's why efficient memory copy/store isn't a solved problem even in 2020.

So if you have instructions decided to memory moves then you shouldn't want to use AVX for that purpose if they are done right. There's no reason (other than laziness of designers or it not being a priority) for them to not do stuff like loading/storing entire cache lines under the hood. Obviously these sort of instructions have their own problems like how long they can run so you have to worry about interruptability, restarting after interrupt and so forth but Intel has already done the hard work of figuring out those details for x86. If you can get faster memory copies using AVX you should complain to Intel that they need to speed up rep movsb and friends using the same methods so you won't want to use AVX for that purpose. Especially if using AVX slows down the clock rate and potentially impacts the performance of other stuff.
