There's still a pretty wide range between "doing FP work" and "doing such heavily vectorized FP work that I need a 512-bit FP engine even if I drop frequency to use it".

I suspect AMD doubling flops was just to get on reasonable parity with other folks, and the fact they they are so much smaller that they really couldn't afford to be designing multiple cores for multiple markets. I'd be very surprised if they were to double flops again any time soon, especially since they have a coherent GPU strategy (figuratively and literally), unlike what Intel had at the time. Now that Intel is investing in GPU too, I kind of expect them to stop focusing so much on CPU core FLOPs too.

Sure, but the storage and datapath is huge. Look at the size of the Sunny Cove FP datapaths and register files on a Lakefield part, and then look at the entire Tremont core on the same die. You can only scale those things down so much and still be reasonably worth implementing the ISA for 'compatibility'. Plus you can't scale down the RF too much before that ends up being the dominant rename/OoO window bottleneck, especially since your effective register lifetime shoots up when you start having to do many passes for each op.
Obviously your single DP FMA is an extreme example, but towards that extreme you start looking at what probably ends up being a whole bunch of extra uops to do some of the other complex cross-lane instructions, too, such that you really are now worse off than a narrower vector ISA.
