Contrary to German where ä is not its own letter, it can be replaced by ae and, for example in sorting, has to be ordered as if it was an 'ae', in Swedish, it's its own letter separate from a.
This is the kind of things we have to handle at the EU, each of the 24 official languages has its rules and idiosyncrasis and Unicode helps a lot on that. One thing that doesn't help, or that has not yet imposed itself on us, is normalization. In the whole language processing we do in the translation memory department, we haven't yet found a need for normalization. The searches are fuzzy in any case and searching normalized or unnormalized does not make any difference. I can imagine that my machine translation colleagues (who are dependend on our data) use it somewhere in their processing chain but it never came up in any conversation or drawings.
