I think what they might do instead is switch from LPDDR4x to GDDR6 in package to improve graphics performance beyond simply doubling the cores, and add a separate 128 bit memory controller for off package DRAM. That DRAM would still be soldered down in some Macs, but it would also allow use of DIMMs if these chips are ultimately (the next generation, made in N3 in 2022) used as chiplets in the Mac Pro.
