If Apple doesn't have enough volume (laptop, desktop and workstation) to sustain a separate chip on latest cutting edge process (I don't know enough to even make a guess), what is the plan?
Do they plan to make one large chip (binned and/or features fused-off) to rule them all (phones, tablets, laptop, desktop and multi-chip workstation)?
Yes Apple has the capital and margins to sustain something else but they did not get that capital or those margins by spending more than their competitors.
