I think it is certainly fair to use the fastest officially supported RAM in each. If they are different, then that's as you say an architectural feature. If Intel ships CPUs with DDR5 support before AMD, requiring the Intel results to be handicapped by using DDR to match AMD would be ridiculous. And what about cache size/configuration, do people want to see if they can disable some cache in the one with more? Choices are made when a CPU is designed, everything from the process being targeted to the cost being targeted to the end users being targeted. If you equalize everything in the name of "fairness", eventually you will get the same IPC from everyone...

AMD was making different choices than Intel when they knew they couldn't compete in the server and laptop market. Now that that they can the choices become more similar - but some things are still different especially what process is being targeted. Apple has a different set of targets since they don't care about servers at all and only recently started to care about anything beyond mobile. IBM on the other hand cares only about servers with POWER, that's their entire market.

IPC comparisons serve only to tell us how the efficiency of one CPU family is changing versus another across generations - i.e. direct comparisons of Apple vs Intel IPC were always of limited utility, but seeing how Apple caught up to, then exceeded, then exceeded by a lot the IPC of Intel was reflected in real world performance where Apple came from way behind to now catch up to Intel's fastest. Apple made different choices than Intel because almost all of their market/revenue base runs on battery versus a minority of Intel's.
