Is there any vendor capable of releasing an M1 competitor on the open market?

So, here is the question.

Can anybody else in the world to even afford to tape-out an equivalent chip, or have money to buy M1 beating cores. Is so, than from whom??? That's a question too, as ARM doesn't seem to be interested to go anywhere near M1's level of performance, though their existing cores soundly lose on energy efficiency.

As I wrote many time before, I had plans to do my own small volume laptop run some time ago (been working in OEM electronics since 2007 with a short break for college.)

Every time I am closing in on making it real, there is a revolution on them market, and the next great thing comes. I wonder, is it still making sense to proceed with 4XXX series AMD.

AMD is a not a nicer player than Intel when it comes to small volume sales, and has near no engineering support unless you are a company the size of ASUS.
