According to rumors, yes.
When ?
Unknown, but unlikely before Q3 2021, because first there will be the official launch of Epyc 7xx3 (Milan), which has not been launched yet, even if many important customers already have it in their hands.
Less likely possibilities are for the 59xx Threadripper to be skipped, if too close to the launch of Zen 4, or to be launched sooner, if they will feel the need to increase the pressure on Intel. AMD might wait first to see if Intel will introduce the workstation version (Xeon W) of Ice Lake Server, to set their Threadripper specifications competitively.
