I suspect that AMD's finances were sufficiently dire before Ryzen that Intel could have finished them off had they been so inclined. The possibility of releasing a strong ARM server contender (buying a bankrupt AMD doesn't get you x86, so you'd need to finish K12) might have a threat to give AMD the breathing room it needed.

As an AMD product, it never made sense. As somebody else's product (especially if bought at firesale prices), it might be more of a threat to Intel's profits than Epyc, mainly because it might open the floodgates to allow them to compete with *everybody*, not just AMD.
