The question is how much could AMD make from licensing a high performance ARM core to Qualcomm so that Qualcomm could dominate the high end even harder. Not much.

The problem is that Samsung dominates the market and AMD cannot afford to let Samsung see AMD’s processor net list, shrinking the market available to AMD.

AMD has to leverage the first sale to go vertical and go full stack, but again Samsung wants to use its own fabs and so AMD is still locked out.

In the long run high end processors become a commodity, when that happens hiding your net list no longer matters and so AMD can enter the market and license to everyone to make extra dollars.

At this point Samsung is just another fab and the Samsung hold on the market will collapse. But that won’t help AMD which had itself collapsed selling a commodity. I am talking a decade or two from now. AMD will make ARM chips, it will just take a long time and be irrelevant.
