Microcode is not magical but:
1) ROM is far more dense than I$ SRAM;
2) Does not require a fetch from DRAM neither complex x86 decoding;
3) Only require one or two ROB entry per data cache line rather than one per instruction.

I am not sure x86 is in your "sane" category but for me it is in the "legacy" category, in this category making the existing software faster is more important than forcing customers to write new software.
