Essentially anyone could implement a new filesystem, and people could install it and use it on any block device (e.g. your FDD or SCSI HDD). ...or the opposite: create a new block device (e.g. remote storage over the parallel port?) and use any filesystem on top of that. And of course it was completely transparent to programs using regular file I/O.
Sure, "proper" OSes have those features too these days, but back in the 80's it was not a common feature among consumer OS:es.
