That is mostly a problem if you restore state and try to continue without interruption. I was talking about restarting in general. Of course you can't expect programs to be able to restart with full state restored without much effort.
And part of that effort is indeed to not keep blindly restarting if it keeps crashing, but reducing the amount of state that gets restored.
Another problem is if you keep persistent state which should never get corrupted.
But either way, neither are microkernel specific, but generic high availability issues.
