This is where having programs delivered in IR enables to select the right number of registers with the optimal trade off to achieve the best performance in the targeted PPA. It is clear that is not easy to assess, as designers must have estimated beforehand the correlation between register count and achievable rename bandwidth (as it is the primary concern I have against high register count).
