China trade war, greater desire on the part of the US and EU to be more self sufficient chip wise, local weather problems like freeze in Texas and drought in Taiwan making foundry customers think twice about putting all their eggs in one basket.

Intel doesn't need to be on par with TSMC to capture a lot of business, so long as they follow the industry more so targeting their process isn't any harder than targeting TSMC/Samsung - partnerships with Cadence and Synopsys were not doubt announced to alleviate that fear among potential customers.

The biggest reason this time might be different though is because Intel has only two possible future strategies:

1) continue producing chips for internal usage - which means they MUST have external customers as the size of the x86 PC market relative to the overall leading edge chip market will continue to trend down. They must have external customers to maintain the economies of scale needed to compete with AMD leveraging TSMC's massive scale and benefitting from Apple funding TSMC's biannual node jumps.

2) they intend to split the company and spin off the fabs, but to do this they need major customers other than themselves so the foundry company can thrive on its own.

This move is required for both, and keeps their options open between the two choices for now.
