In the past, Microsoft was not enthusiastic about support of non-Qualcomm Arm SOCs in client versions of Nt-derived Windows-on-Arm. In particular, WP8 was Qualcomm-only.
I think, original Win-Rt, which is now solidly dead, supported non-Qualcomm, but I am not sure that it's still the case in newer versions. At least in their "Windows Client Edition Processors" table Microsoft doesn't mention any processor manufacturers except AMD, Intel and Qualcomm.

https://docs.microsoft.com/en-us/windows-hardware/design/minimum/windows-processor-requirements

As you can see, Broadcom and NXP are supported only on IoT Core, which means that GUI not guaranteed to be full-featured and Mediatek and Rockchip not supported at all.

I suppose, it could change if somebody does BSP ground work, I just don't believe that Acer is suitable "somebody", MSI or Gygabyte even less so.
