Did you even read my post? It adds safety. The fact that the source files have the keyword "unsafe" in it does not mean there are no safety improvements.
As for the frequency of that keyword, it is required to be used to implement low-level primitives, such as memory allocation and concurrency tools. Such as the ones you have linked here. The idea is that there is a set of scaffolding (much of which has to be unsafe, because it directly interacts with the c code in the kernel) on top of which you can use safe rust to implement drivers.
