This reason is strange.
Technically, with sufficient tooling support, tailoring an language dialect is not much different to tailoring a library dependency, even when you have to handle an existing codebase under different rules. (In many cases, #pragma GCC poison should be your friend.) Are there any difficulties to limit users from some library interfaces?
And Linux has already tailored the C dialect by things like "-fno-strict-aliasing" (well, C++ dialects has similar choices). Another example specific to C is VLA removing (and ironically someone think C++ is saner here).
So, to determine or to alter a subset of the language features to be used in future are not fresh concepts. It seems that just some people are lazy to walk through all the "new" features in C++; keep C++ totally away is an indeed effect shortcut. But this does not show why Rust can be acceptable differently.
