They are very close to being different names for the exact same thing.

The main issue is that you can implement them so many different ways. So if you were to say that "the way i386 implemented segments isn't the way I would implement capabilities", then you wouldn't be wrong.

But let's be honest here: a large part of what people call "capability architectures" are really just re-branded segments. And they are rebranded because segments have such a horrendous history.

Seriously. Look up "Cheri". It's just segments that are carried along with the pointer, and that have a special validation model that requires an extra bit in memory for every 16 bytes, because it hides a cached "valid" bit that way so that you can spill the pointer/segment data to memory without having to revalidate it.

Anybody who tells you that "segments" and "capabilities" are different things in CPU architecture is just trying to pull the wool over your eyes, and try to minimize the negative connotations that go with the word "segments".

Oh, the implementation differences can be huge. Do you "integrate" the pointer with the capability data like Cheri does? Or do you keep them independent so that you can use one "segment" with multiple indexes (like i386 did)?

Even that is mostly an artificial thing, since you can always extract the "raw pointer/index" part from an integrated "capability pointer", and you can always just save/restore a "segment+pointer" as one single entity and call them "fat pointers" (or, to use the traditional x86 naming: "far" pointers).

So "capability pointers" can look very different, and you can choose to make the range and protection information an explicitly separate "segment" that is loaded into a separate "segment register", or you can decide to just make address registers bigger, and keep all the pointer information together.

But it's still just a different name, and a slightly different organization for exactly the same thing.

Of course, if at some point somebody does such a good job at their "capability pointers" that they are actually widely used, maybe that "rename them to cut the bad old associations" is actually a good thing. Naming matters, but at some point you also shouldn't confuse a horrible implementation history with the conceptual model that may be useful despite decades of "oh, that didn't work so well".
