I think you’ve misunderstood. Late in the x86-32 era ideas were floated that would expand the usable address space by reintroducing segmentation. Obviously that would work(?), but would need the linear address space to be expanded. A work-around for that was an idea to swap page tables at segment register loads so that you could have more than 4GB worth of segments in the processes address space (not simultaneously, of course, there are never more than six segments visible to the user process). Using PAE lets all those remain in physical memory.

IOW, limit segment size so that six would always fit into 4GB, and then play with the page tables so that the current six were in the 32-bit linear address space – modify segment descriptors accordingly. All that would be driven by the traps when loading segments tagged “invalid”.

AKAIK, no one was ever actually that crazy.

Just using PAE at the application level (or the OS level), and leaving the 32-bit flat virtual address space was actually done fairly broadly.
