Maybe Andrei can chime in, but if I remember his measurements correctly, both Zen3 and Tiger Lake drew around 16-20 watts at ~4.8-5ghz, where they both deliver a performance roughly comparable to Firestorm (3.2Ghz, 5watt). AMD appears to be more efficient at slightly lower clocks though (e.g. it needs only 10 watts to maintain just above 4ghz according to Anandtech). Intel on the other hand needs to drop the clocks much more. This is also what allows AMD to ship 8-cores low-power mobile CPUs with unmatched throughput (albeit at the expense of peak burst performance and some TDP shenanigans — AMD's "15W" CPUs draw more than 30-40 watts in the benchmarks, leading to a certain AMD power efficiency myth).

The bottom line is that this would explain why Intel needs the efficiency cores and AMD doesn't seem to. At the same time AMD would need to do some significant work to catch up at the peak performance levels. In that sense, not much has changed since the early Zen — AMD has better efficiency at lower clocks, Intel has higher peak performance. Only now Intel goes hybrid to solve their efficiency woes.
