The announcement reads like they just got silicon back, so it seems unlikely the quoted SPEC score is very optimized. I'm assuming it is more comparable to AnandTech's unoptimized scores.

Even if we assume it's a fully optimized score, it remains well ahead of both Altra Max and EPYC 7763. The gain from 80 to 128 cores is far higher than Altra Max, so it's hard to claim it's a bad result. And look at how well Altra Max performs vs the 7763 despite having almost no LLC. It seems higher memory bandwidth is needed for higher SPEC scores.
