Genoa will not be power constrained, because the TDP is 360 W for the 96-core model.

At 3.75 W per core, that is a little lower than for Milan, but the difference is small enough to be covered by the improved efficiency of the 5-nm process.

3.75 W per core is more than is available for a 28-W 8-core Ryzen 7 6800U (3.5 W). While in both cases it is difficult to estimate how much power should be subtracted for the uncore, to get the real power per core, it is likely the ratio uncore power to total power is higher for 6800U, so the power per core is certainly smaller for 6800U. Especially when compared to Alder Lake P, 6800U in the older "6 nm" process is not particularly power cosntrained.

I assume that 360 W per socket requires liquid cooling, even with the larger socket area used by Genoa.
