Exynos rnda sucks, but didn't everyone know that?

So early benchmarks suggest exynos 2200 can barely outperform Samsung's own last gen in gpu workloads, trailing hard behind Snapdragon 8g1.

But didn't we all know that with a really high certainty that this was going to be the case?

When the world is screaming wider shaders better suit smartphones, when even arm doubled its mali execution cluster per each shader, when apple and qualcomm taught the industry how to design gpus specific for smartphones, then why on earth did samsung decide to go with rdna2?

I know I'm not asking any specific, answerable question here, I'm just so mad and baffled. Samsung exynos dept. had taken risks that blew up in their faces before, but this, this was doomed since the day they announced their cooperation with amd.
