I'm highly skeptical of such rumors. There are a lot of reasons why you wouldn't want to do this, but mainly if you did release something like that why not call it M3 Pro & M3 Max to make clear these are superior in all ways to M2, then follow up with a regular M3 next summer?
No rule says you can't release the high end stuff first, it just typically isn't done due to potentially increased qualification time, lower yields for bigger chips, etc.
