I tried to suggest the opposite, but communication isn't my strong suite, it seems. Assume that "latch" represents the same amount of time in both rhythms above, and "work" likewise. Then "latch work" is one clock cycle in the usual manner. But "latch work work" was a longer, slower clock cycle; potentially executing two dependent operations in less time than the traditional "latch work" pipeline, despite the nominally lower clock frequency.
