It's hilarious that you seem to be an expert in how public clouds work, and what workloads look like that run on them.
I suspect this works for a laptop, because most folks don't push a laptop to any meaningful sustained CPU utilization, and/or its fine to have thermal throttling if you do.
Nothing stops anyone posting anything here, but suggest if you are going to do so, at least make it plausible. I don't think dense+fanless is feasible like you describe, and its likely more cost effective to have a fan (vs. exotic heatsink), but what you describe is not the first, second or third highest priority things that would need to be solved, for this to be a 'thing'.
