One scheme I've been kicking around for years does bundles of words, with a template identifying instruction boundaries. Let's say you have 128 or 256-bit bundles, with 17-bit words (7 or 14), and a 6 or 13 bit template indicating instruction boundaries (one of the boundaries is implied by the edge of the bundle). So any instruction is one or more sequential (that doesn't have to be either, but...) 17-bit words, with the endings marked by the template (and various alternatives exist there as well). The number of words in each instruction, as derived from the template, can be part of the opcode. Branches can allowed only to the beginning of the bundle or, slightly more complex, to the individual instruction words, but validated by the template (the latter reduces the number of NoOps, and makes large bundles more palatable). You also end up with a few unused bits in each bundle for some creative purpose. All those numbers can be fiddled with (you might do six words of 20-bits in a 128-bit bundle, for example), and various restrictions might be added for sanity (say a limit on the maximum length of an instruction, or a restriction on which words within a bundle may be the target of a branch).

Finding all the instructions in a bundle can be done from inspecting (only) the template, and separate bundles can be decoded in parallel without restrictions. Let's say we had 011001/A/B/C/D/E/F/G (template plus instruction words in a 128-bit bundle), that would decode to:

There's certainly some parallel to IPF, with bundles and templates, and even IPF had some variable length instructions. Templates defining a X format instruction used two instruction slots to allow a 64-bit* constant. So instructions on IPF were either one or two 41-bit words, plus some information from the template. On the flip side, no (mostly failed) attempt to define parallelism in the templates.
