Intel claims that the main reason for the delay in the deployment of Sapphire Rapids is that they have discovered late a serious security bug, so they had to make a new revision of the design and a new set of masks for the mass production version.
Hopefully they do indeed prioritize the quality of the product, i.e. the lack of major bugs, vs. time to market.
