If ARM even seems to be greedy, it will hurt ARM. A suspicious but reasonable view might see this as a threat to architectural licensees, but being reasonable (especially in the absence of sufficient and reliable information) is difficult for human beings.
After the concern about NVIDIA mishandling ARM and the earlier concern about license pricing after the Softbank acquisition, this lawsuit may not be great for ARM. (Qualcomm is not so pure and noble a corporation that it would not try to exploit such for profit.)
RISC-V probably benefits from such licensing uncertainty.
