Legacy cruft in ISAs used to mean no longer needed 16 bit instruction formats, then it meant multiple generations of multimedia instructions. These days it means multiple attempts to address security issues, with fixes for ROP, ASLR, speculation attacks and so on as those protections are eventually found lacking and rendered obsolete.
