10 years ago they had perfect opportunity to prevent 99.9% of ROP attacks by making official aarch64
ABI dual-stack.
They didn't do it back then. And now they construct band-aids.

Not that I think that nowadays ROP is a major threat. May be, it was 20-25 years ago, but things changes.
