How do you know?
Unless I missed it (which is possible) nobody tried to implement scalar superpipelined dataflow OOE processor. It's likely leaner than superscalar, superpipelined, scoreboarded in-order-issue/out-of-order-completion processor of similar performance in such important areas as amount of register file ports and length of bypasses.

Comparing these two don't forget to subtract the size of microcode ROM. Microcode ROM is formally part of the core but its shrinkability and power consumption characteristics aren't problematic.
Also 1-way significantly reduces the penalty of decoding VL ISA.
