Inclusive L3

Just a few comments here:

1. I was told via email that the Tulsa L3 was inclusive. The source was not a PR rep.

2. Inclusion is a property for a specific level of cache. For example, the L2 could include the L1, while the L3 could be exclusive (or neither). Similarly, the L2 could be non-inclusive (of the L1), while the L3 could be inclusive of both.

I'll see if I can dig a little more at this.
