Wow. That's even more conservative than I am familiar with. In the mainframe environment, most customers will apply patches on a regular basis. Granted, generally they will wait 6 months to a year after they are made GA just to ensure any bugs have been found by others. The exceptions are patches critical to their environment (most patches are critical to *someone*). This even includes performance improvements.
New releases fit more into the process you describe, but even then the cost vs. benefit issue is important, and many customers will upgrade because they see significant benefits, including performance.
