Yes, that's L2.
PPro - off-chip L2 cache;
Ev5 - on-chip L2 cache.
96KB*60Gate/B=5.9M i.e. without L2 cache Ev5 had 1.7M less transistors than PPro despite being 64bit and 4-way and having 2-way FPU. PPro as you probably know was 32bit 3(5)-way and had single-issue FPU.
