Interesting experience. I quite believe you that it happens.

Sure performance requirements can go up as usage goes up.

The examples I gave to Linus above were given as counterarguments to his argument that legacy software is "99%" of software, and of prime importance. I don't deny that legacy software is important, just not that important. Describing my experience of use of PCs seemed the most relevant, since that looked like the direction Linus was taking the discussion. I wouldn't have said the same thing if I was speaking about Mainframe for example. Mainframe is essentially a legacy platform, and quite a special case.

The original argument was about replacing legacy instructions with new ones. Particularly things like multiply-step with real multiplies. Wilco argued that not supporting complex instructions at the start was a mistake, because it was hard to change later because of the software legacy. I argued that progress could be made anyway, and a few applications with a few instructions that aren't quite optimal is not a great problem. Linus tried to turn my statement around to say that making things slower in the future is OK.

My key point would be:
In the main part of the computer market people buy computers to run legacy applications and expect them to run faster. But no-one expects them to get faster at the same speed as new programs. A modest increase is normally sufficient.

Having one or two omissions from your original instruction set is not a huge problem.
To take a few examples:-
* The x86 call into the OS is complex and takes many cycles. To alleviate this mpus designers have provided faster instructions such as SYSENTER that work differently. Since then they have tried to make this fast and not improved interrupt service routines similarly.
* In x86, vector math now seems the main target for mpu developers. They still put x87 units in, certainly but they seem to be concentrating on vector units. Almost every new processor comes with more vector extensions. As I see it people seem happy with this change of focus.
* SPARC and HP-PA processors went through many changes in performance characteristics, as did x86 between say P5->P6.
Apart from partial-register stalls in the P6, which as a case where the P6 actually got slower, very little fuss was made of these changes.

I agree in your example above that the people who happen to have an enterprise system that:-
1) Is running legacy code that can't be changed
2) Cares about the performance of such code because requirements/usage have increased
& 3) Does not get enough extra performance from the extre MHz new machines provide

The people with that system have a problem. But I doubt that, at least outside mainframe, the number of situations like this is large.
