I seem to remember having seen 80% stalled cycles with unstalled IPC somewhere in the range of 3-4 on Madison running TPC-C (could call that 10%-13% utilization I guess). The pipeline utilization gets very low, but that is also normal for the benchmark. I think TPC-C mostly stresses the memory hierarchy form top to bottom (cache to disk) and the systems ability to hide latency.

Tukwila is going to do well on TPC-C because of the improved memory hierarchy I guess. Even at low core speeds.
