I don't do this myself, and I don't have any numbers to back it up, but I have the impression that quite a few people use(d) Windows Server 2003 as a development platform, so you may not want to be too hasty in excluding it.

(All except the most basic MSDN subscription includes all versions of Windows, so you can install whatever version(s) you want to develop on. One possible motive for choosing Windows Server 2003 is that I'm pretty sure it was available in a 64 bit version well before Windows XP was.)
