Have you ever studied psychology at all? It is called behavior modification. You do not teach good habits by punishing bad ones, you teach them by praising good ones... even if you think that is what people are supposed to do.
You obviously have neither dogs nor children. If I beat my dog only when it pisses on the floor, and don't praise it when it pisses outside, it only learns to be scared to death when it pisses, which causes it to lose control and piss in the house all the time. Strange, eh?
It isn't 'licking their boots'. It is simply doing to others what you would want done to you. When you do something right, you should be recognized for it. When you do something wrong, you should be recognized for that also. Only recognizing wrong is generally associated with cruelty.
