Makes sense what they are doing. As you point out, there's little benefit to be had from increased frequency. The most important factor for Sony is reducing cost and the quickest way to do that was to get the 45 nm Cells out ASAP, so the further reduction in power that metal gates would provide was probably not worth it in a risk assessment versus the possibility of reduced yields if it took a bit of time to work out the bugs.

You mention in the article this was a "quick shrink". I read that to mean something like a "dumb shrink", where they didn't do a lot of extensive redesign for the new process. But judging by the reduction in die size from 65nm to 45nm it looks like it did pretty well in die size reduction, certainly better than going from 90 nm to 65 nm. The numbers for the die size reduction look pretty good to me considering it appears there is more random logic in Cell (as a percentage of total transistors) than there is in say a 45 nm Core2 Duo with its large cache.
