That confused me as well. The 110 Watts @ 90nm @ 3.2 GHz seems reasonable. If you look at Fig. 1 of Davids article and take a close look at the 3.2 GHz data point you can figure that in 45nm it consumes about 47Watt at 3.2 GHz.
Less than 20Watts must refer to a lower frequency.
