Who is waiting for what?

You don't usually extend a fast MPU with a slow FPGA circuit because the FPGA can't accomplish much in a single cycle. The cost of moving it off die is thus lower.

As for a flexible architecture, see Tensilica (been around forever). Of course Xilinx produces FPGAs with MPUs built in.

Really, a lot of people have looked into it.
