Wasn't that the reason for Intel's deal with TSMC? What about the power consumption of a TSMC Atom SoC vs an Intel Atom SoC (vs an ARM SoC)?
Also, in a sense wouldn't it be against Intel's best interests to really improve the Atom platform, unless they plan to protect their bigger CPUs via even more embarrassing artifical segmentation? Isn't that Intel's greatest liability in a race against ARM while incompatibility with MS software is ARM's greatest liability?

It looks to me that in the future, Atom, ARM and similar AMD design will have taken most of the laptop and desktop markets, and the "big" x86 CPUs will be diverted mostly to workstations and servers.
