Keep in mind that Atom SKU specs likely accomodate
nearly 100% of all functional devices, even those from
the leaky and low GHz/VCC tail of the process variation
bell curve.
OTOH the ULV C2Ds are cream skimmed parts from the
very low leakage, high GHz/VCC end of process variation
from a device produced in huge quantities of which most
are sold as SKUs with much higher TDP/idle current.
